Gwagwalada Football Council Files FOI Request Over Alleged Abandonment of Sports Centre Project
The Gwagwalada Football Council has formally petitioned the Federal Capital Territory (FCT) Administration, seeking full disclosure on the long-stalled Gwagwalada Sports Centre, a project widely regarded by residents as abandoned despite its potential to serve as a major community sports hub.
In a letter addressed to the Honourable Minister of the FCT and dated November 28, 2025, the Council through its legal representatives, invoked Sections 1, 2, 4 and 7 of the Freedom of Information (FOI) Act, 2011, requesting detailed documentation on the current status, funding, and contractual background of the sports facility, also known locally as the Gwagwalada Mini-Stadium.
The request comes amid growing public concern over the fate of several grassroots sports projects across the FCT, many of which have remained incomplete for years.
The Gwagwalada Sports Centre, initially conceived as a multi-use facility to promote youth development and community engagement, has reportedly shown no signs of progress since around 2015.
According to the FOI application, the Council specifically seeks clarification on five key areas:
1. The official status of the project, including whether it is ongoing, completed, stalled, or formally abandoned.
2. The original contract details, comprising the contractor’s identity, contract signing date, and agreed contract sum.
3. A breakdown of funds released or paid to the contractor since the project commenced.
4. Any existing plans or timelines for resumption or completion, as well as the budgetary provisions for such efforts.
5. Copies of progress or inspection reports, especially those issued by the Area Council’s works or sports department since 2015.
The Council emphasized that access to these documents is critical to promoting transparency, accountability, and responsible utilization of public resources, particularly in community-level infrastructure.
Under the FOI Act, the FCT Administration is required to respond within seven days of receiving the request. The letter also demands that if any information is withheld, the Ministry must cite the specific exemption under the Act that justifies the refusal.
As of press time, there had been no official response from the FCT Administration. Residents and youth groups in Gwagwalada say they hope the move will jumpstart long-overdue action on the project, which many believe could serve as a major boost to local sports development if completed.
The letter was received at the Minister’s office on Monday 1st December 2025.
